We have an exceptional opportunity for a HR Business Partner to join the People & Change team to contribute to the creation and delivery of the strategic people plan that supports and underpins our organisational vision, culture, and strategy. Along with partnering with leaders and managers to implement people activities, projects, and initiatives to enhance engagement and create a great experience for our people and our tenants.

Key responsibilities and duties include: 

Strategic Partnerships

  • Coach and develop managers and leaders across a wide range of integrated people practices aligned to our values and culture. 
  • Develop people practices for a hybrid workforce that maximise performance and engagement, building a culture of trust, continuous improvement and collaboration.

Leadership 

  • Lead and manage the team to deliver a professional and effective people service to managers and colleagues, ensuring an excellent customer experience. 
  • Use facilitation and consultation approaches; coach and mentor leaders, colleagues and team members.  

Change, organisation development (OD) and design 

  • Partner with leaders to facilitate the people aspects of OD and change, such as mergers, restructures and TUPE. 
  • Plan and deliver people specific change programmes, managing risk and ensuring that colleagues are supported throughout. • Effectively engage and consult with trade unions and/or colleagues about upcoming and ongoing change. 

Employee Relations and Experience 

  • Develop and implement people policies and procedures that positively impact employees and mitigate risk, keeping up to date with emerging best practice and employment legislation. 
  • Give pragmatic people advice and support managers with any high risk or complex casework, promoting early and informal resolution wherever possible. 

Resourcing and Talent Management 

  • Support the development and enhancement of the employer brand, aligned with the organisational brand. 
  • Partner with leaders and managers to deliver the organisational performance framework including objective setting, appraisals and regular development conversations. 

Learning and Development 

  • Coach and advise leaders to build people management capability in the organisation.
  • Work with leaders and managers to define skills and capability needs and cocreate and curate content in collaboration with subject matter experts, using digital technologies where appropriate. 

Reward 

  • Design and review reward and benefit approaches, including regular benchmarking to ensure fairness and consistency, as well as market competitiveness. 

People analytics 

  • Implement digital initiatives and changes such the rollout and continual development of HRIS, ATS and LMS, supporting colleagues to use people systems and data effectively. 
  • Work with the data team to improve people insight and use this to define outcomes and develop KPIs and metrics to measure impact.

Person Specification

Education and Qualifications

  • Educated to degree level or equivalent experience (E) 
  • Minimum Level 5 CIPD qualification or equivalent (E) (Level 7 desirable) 
  • Evidence of commitment to Continued Professional Development (CPD) (E)

Experience 

  • Demonstrable HR Business Partnering experience with strategic awareness (E)
  • Influencing and delivering people and cultural change, including digital transformation that enhances the employee experience (E) 
  • Leading and managing a people team (E) 
  • Designing and delivering learning programmes (D) 
  • Working in a unionised environment (D) 
  • Working in the housing sector (D) 

Skills, Knowledge and Abilities 

  • Excellent interpersonal skills, with the ability to effectively communicate with impact and proactively build collaborative relationships at all levels across internal and external stakeholders, including trade unions (E) 
  • Ability to challenge decisions and actions appropriately and ensure transparency in communication and decision-making (E) 
  • Ability to coach managers, enable the resolution of conflict and building of trust (E) 
  • Good presentation and facilitation skills with the ability to use data to convey key messages (E) 
  • Excellent organisational skills with the ability to prioritise workload effectively (E)
  • Knowledge of current employment legislation and best practice (E) 
  • Highly proficient in Microsoft Office and people systems such as HRIS, ATS and LMS (E)

We are a housing association based in Norfolk providing quality homes and services to people across the county and in Suffolk.

We manage over 6,000 homes including affordable homes for those in housing need who cannot afford to rent or buy in the open market.

We offer specialist homes for older and vulnerable adults and are committed to providing new homes to help solve the housing crisis.
